Knowsley Youth Offending Service

Knowsley Youth Offending Service (YOS) provides a service for young people aged 10 to 17 who have been involved in offending behaviour. It is a multi-agency service, made up of Social Workers, Youth Justice Officers and staff from education, police, probation and health.

The youth justice services within the YOS supervise young people who have been referred by the police for out of court disposal and those sentenced by the court. Assessments of need and risk are undertaken, and appropriate interventions designed and delivered. These include offence-focused work, reparation, support for education, training and employment, substance misuse work and health-related support. Parents and carers can be offered support through the YOS Parenting Team. Victims of youth crime are consulted, and the YOS will arrange for reparation and other forms of restorative justice to be carried out where victims would like this to happen.

The YOS also provides a triage service for young people who have been arrested for less serious offences and it is agreed that diversion from the CJS is a more appropriate option. A range of support services are available, including family support, health and education support, and involvement in diversionary activities. Referrals are made to other agencies where appropriate.

Universal - Level 1

Universal Plus - Level 2

  • Tier 2 CAMHS provision
  • YOS screening assessment- collate information from all agencies including police intelligence and/or Early Help Assessment completed
  • 1-3 offending intervention sessions and signpost to mainstream universal plus services
  • Restorative Justice Intervention

Universal Partnership Plus - Level 3

  • Multi Systemic Therapy
  • YOS screening assessment - collate information from all agencies including police intelligence and/or Early Help Assessment or Youth Justice Asset completed
  • YOS police officer intervention session
  • 2-12 sessions of YOS intervention tailored to individual assessed needs.
  • Signpost to Early Help Services
  • Core members of neighbourhood meeting/CSE/MARGG
  • Restorative Justice Intervention

Need for protection - Level 4

  • Substance Misuse
  • Emotional wellbeing/mental health, CAMHS coordinator role
  • Sexual Health/relationships (contribute to sexually in appropriate plans)
  • Dyslexia screening
  • Strengths and difficulties screening
  • YOS screening assessment - collate information from all agencies including police intelligence and/or Early Help Assessment or Youth Justice Asset completed
  • YOS police officer intervention session
  • 2-12 sessions of YOS intervention tailored to individual assessed needs.
  • Signpost to CSC
  • Core members of neighbourhood meetings/CSE/MARGG
  • Restorative Justice Intervention.
